About the Project

The MBTW Group, along with a sub consultant team, was retained in 2020 by the St. Lawrence Parks Commission (SLPC) to prepare revitalization plans for the Brown’s Bay Beach Park. The park is a popular seasonal day-use area located along the shoreline of the St. Lawrence Seaway and the 1000 Islands Parkway. The large 12 hectare property provides beach access, picnic areas, events areas, limited camp sites and boat launch facilities supported by a series of washroom buildings, a canteen and on site parking.

The park is in need of significant upgrading to meet current customer expectations, meet diversity and accessibility standards, and to improve beach and water’s edge conditions. This suite of upgrades will also improve shoreline conditions which were significantly impacted by high water levels in 2017 and 2019.

Key Project Deliverables Included:

• Review of existing trees;

• Site and shoreline conditions inspections;

• Preparation of project base mapping;

• Preliminary concept plans and associated costing;

• Final detailed concept design plan incorporating comments from SLPC senior leadership team and Township of Front and Young;

• Materials for use on the SLPC website and for promotional, advertising and funding application purposes;

• Class D estimates for use in requesting capital funding and for designing the phasing approach;

• Preparation of a ‘master tender package’.

Brown’s Bay Beach is one of the SLPC’s highest revenue generation sites. Over time, as the facilities have aged and minimal and unplanned improvements have been made, the site has begun to under perform. As such, a key goal of the project was to maximize customer experience and improve financial performance for the long term.
